It depends on whether they're actually able to do it. If they're not, and don't intend on actually doing it, they might as well announce it just to fuck with them. If they can do it, and are going to be able to do it whatever the antifa tards do, then it is incredibly demoralizing to announce it in advance and then do it to rub their faces in their weakness.

That's not the police. Anyone can file a lawsuit. At least some of the plaintiffs were seriously physically injured by shit directly done by at least some of the defendants.
