I think a better way to state it is exposure to immigrant. Singular.

That is, when you are exposed to small numbers of immigrants who have to assimilate or give token effort to assimilation, you start seeing them as people and not an abstract other.

Once you get enough immigrants to form an exclusionary Little *, full of people who refuse to adapt or assimilate and forcefully excluding everyone, prejudice increases once you have to deal with their hate on a routine basis.

I guess more to the point, the study I think you're referencing over simplifies by not specifying the interactions need to be mutual interactions, not simply exposure.
