That's not what he's saying (though I understand the read) - he's saying that many troons are disabled or have health conditions that would prevent them from getting their dicks inverted or forearm skin plastered to their vulvas. Which is true, for example troons that engage in anal sex can be prohibited from getting SRS because it can cause a thinning of what would be the space between the neovagina and the other plumbing, which means there's a huge risk for complication. Many are also turned away because they're too fat to get the surgery.
What Harrop, as usual, fails to address is how this is, in any way, the problem of anybody else. If you can't get SRS for whatever reason, that is your problem. And no, it is not a "disability accommodation issue," because by and large these people are not actually disabled, and if they are, they can use the single-stall disability toilets like every other disabled person. Your dick doesn't magically become acceptable in the ladies room just because the dick-chopping doctor said "none for you".
