While I agree generally, if people vote in people or policies that lead to their living area turning to shit fuck em, there are several problems with this. Wealthy people and everyone else who can afford to leave do and the city never recovers.(See Detroit which used to be called the Paris of America before Paris turned to shit) The cops aren't actually going to come back even for a pay raise. They'll choose to work someplace else or join a private security firm for more than the raise will be.
But the biggest problem is the respect for rule of law is broken, not just by the rioters, but the people who watched the rioters not get punished. When that happens everything is fucked. When the state loses authority everyone stops listening to it, not just the bad actors.
