I can answer this! So Steve Cohen gerrymandered hard so that he has the urban area of Shelby County. He worked out the gerrymandering with the Republican in the nearby district so that they have all the rural areas.Tennessee Kiwis: How in the hell does Steve Cohen hold a House seat? I am getting mad only listening to his rant at this hearing, can’t imagine what Barr is thinking.
So basically his district is urban Memphis. That's it. So his district is like 75+% black. Which is funny because he tried to get on the Black Caucus, arguing that even though he's white, since all his constituents are black it would make sense. He didn't get on though, which was also funny.
Iirc he also runs in the area where people vote if there is a D next to their name, as well as almost no one voting (and idk if he even gets challengers from Republicans).
While Memphis isn't as violent as Chicago, from what I can recall it was almost just as corrupt, and if it weren't for all the medical advances from various organizations it would probably be a sh*thole. Though what also prevents them from being Chicago is TN's constitutional requirement that all public budgets for government have to be balanced, no matter what.
You could argue that it's just Mississippi but richer, since East Memphis is very white and old money. Plus the zoo is one of the biggest tourism spots.
