This seems like the latest action from Portland and its residents to try what should be another unsuccessful attempt to bully persuade the feds into backing down. Post-9/11, the Patriot ACT appears to give the Feds plenty of leeway when it comes to securing, protecting, and defending federal property. I can't see how Portland can trump that with their ridiculous 15-minute fines that probably haven't been invoked or enforced against anyone else for who knows how long.
If nothing else, this will give them some harsh lessons in American Government that they never learned in high school.

The Kipling original says "English" not Saxon, and the heartbreaking fact about it is that he wrote it to refer to his hatred for the Germans after his son was killed in the Great War.
As for "Jen" she is a dime a dozen in Portland and has little to worry about as far as being doxed unless more on her (not of her) gets exposed.
I think George Floyd had some kind of congenital lip enlargement condition, where they never stopped growing. That would explain a lot.
