Not in my experience. I come from an engineering and sciences background, and we always used that term to refer to factors of ten. I'm not sure if it's used differently in epidemiology, but that would surprise me. I'm open to learning differently, of course, but I'd want some evidence.
This is, of course, a side issue, and I'm not trying to undermine your general argument. For all that I dislike your pigeonholing and persiflage, I notice I wear a mask whenever I'm outside, so in effect I agree with a large part of what you're saying. However, this particular statement surprised and interested me, so that's why I'm asking about it.
