He might not be able to do that, but with or without a prosecutor, Virginia also has a civil cause of action for revenge porn:

Title 8.01. Civil Remedies and Procedure

The question isn't whether it's against the law, it obviously is, but whether they will actually pull the trigger. There's also a question of whether the statute is constitutional. It probably isn't but once you're arguing constitutional issues you're in a world of fun where you don't want to be.

Everything is documented though, Ralph and his circle live online, surely someone half competent could build a case from a few hours looking through Ralph's social media and if they seize his electronics who know what they'll find.

The law doesn't really care about anything, it's words on paper. A prosecutor might, though. On one hand it's a cool new crime to prosecute men with in the age of metoo. Someone could mkae a name for themselves. On the other it's a shit show. Losing a case like this would make you look like an utter fool.

If her parents hire a lawyer who knows the area he could probably fairly easily figure out if there's an ambitious whammen believing prosecutor who would go for this and file the complaint in the appropriate place.
