In Japanese, "Con" can be short for "Complex" (oversimplifying, isolated "m" and "n" not followed by a vowel are voiced the same in Japanese).
Lolicon = "Lolita Complex" i.e. a psychological complex (i.e. mental illness) causing an adult to be attracted to the archetype of the protagonist of Nabokov's Lolita (a sexualized young girl).
"Loli" is just short for "Lolicon" but is now also used as a synecdoche for the object of a lolicon's degenerate obsession and for the genre itself.
It's definitionally pedophilia all the way down, and they can't be allowed to wriggle out of it using semantics because even the semantics are aligned against them.
