This is later in the same chapter. Specifically referring to those same "judges" referred to in verse 1. When they get to heaven, all of their "good deeds" such as prosthelytizing are undone by their "judgements" against fellow men, as good or ill acts don't award you a place in Heaven, only repentance through His Son, Christ Jesus does.

This is further elaborated on later in Matthew's Gospel. In Chapter 22 Jesus gives his famous "render unto Caesar" command. In Romans 13 God commands us to obey worldly authority, lest you face "judgment" by man.
