I was going to ask why they're going after car dealerships when I realized it's because empty parked cars don't fight back. Dealership owners might start fighting when they realize their insurance doesn't cover civil unrest.

Here is the real answer they don't want to hear: Having fiscal responsibility, it is cheaper for the police departments to get surplus DOD APCs then it is for a police department to buy a "civilian" one new or used. Hell the DOD ones also fair better in flood S&R operations. The DOD saves money by not needing to mothball / take them apart.

The US has a long history of the DOD selling its surplus to police departments, in the US police are assocated with blue because after the Civil War the DOD sold/gave police departments their surplus uniforms.
