TBH, I believe they should just make one "age of adultness". Where you can drive, drink (not at the same time), sign contracts, have sex with whomever you like, sign up for the army etc.

Maybe it's unrealistic, but research suggests your brain has only matured at 21. Before that, you should be treated as adult-lite, no contracts without permission of an adult, no driving without another adult in your car, and have sex only with people within a few years of yourself.

I'd almost agree except teenagers are going to fuck no matter what you do. I don't want this to be an issue where someone is going to court over it. When one of these teenagers turns 18 and the other is still underage I don't want what they were doing to go from legal to illegal overnight. Finally little kids show each other their junk all the time, I remember for me it was just because I noted that for some reason adults seemed fixated on rules and norms related to my dick and I wanted to figure out what their secret was. I never did figure it out, so embarrassing but what are you going to do give them 5 years time out and put them on the pee pee list?
