Local governments are mostly beholdened to the feds because of money. If a local government refused to pay a fine or whatever, the feds could bring the pain by withholding money for pretty much everything else.

That same account posted that tomorrow's DA is on as planned. The city parks are still closed due to the fires, so they will technically be breaking the law as soon as they show up. Would be nice if that means they get stopped before they can do anything but cry.
They are gearing up and many of the kingpins are likely traveling to DC for the "occupy the White House" event set to start on the 17th. There is also the Portland "occupy City Hall" that I am guessing is going to be during about the same time frame. Probably the calm before the storm right now, strange as that sounds.

Once you escape the larger cities most of Oregon is like a timewarp to the past. Lots of old buildings and such, there was a time during the 80's early 90's when the environmentalists in Portland wanted to shut down the sawmills and logging industry in Mill City/Gates/Detroit/Idahna because they were bitching that it will harm the spotted owl. Of course they got their wish eventually and fucked over the economies of those towns to the point that many businesses and schools shut their doors before the 2000's.

It's pretty clear that the reason the Dems want unsecure Vote (cheat) by Mail is not simply so they can stuff the ballots. But in the hopes that they can tie up the election certification past the constitutionally required date. Thus kicking the Presidential Selection over to the House of Representatives, and anointing President Pelosi Pro Tem. It's kind of patently transparent at this point. And follows their three year struggle to undue a valid election by any nefarious means possible short of open armed revolution (only because they know the people with the guns don't support them.)
Won't happen. First, most, if not every state has it stated in their constitution or laws a cutoff date for the appointment of electors. Whatever votes are counted up on that day would end up being used. No state wants to risk failing to appoint their electors on time and not being counted at all. They'll get that shit counted one way or the other.
Second, state legislators are ultimately responsible for how electors are selected. In non-purple states they can just amend the law if necessary. If done expect it to go in favor of whichever party is a majority. Hell, if they wanted they could say "voting is FUBAR this year, we're appointing electors ourselves" (might be political suicide in some states, but they can do that).
Third, unless congress changes it there's a specific date for the electoral college to meet. States either have their appointed electors by then or they don't, and if they don't they're SOL and the total number needed for a majority moves down.
The only way that would play out differently is if the Supreme Court intervenes to hold up the process, which they're unlikely to postpone beyond Jan 10th or so (transition teams need time to transition if Trump isn't elected). A postponement past Jan 20th is the only way Pelosi could be elevated up to POTUS, which is extremely unlikely to happen.
It's too convoluted and risky to be a plan the Dems would try, since it could just as easily backfire horrendously on them (imagine California or New York failing to appoint electors. That would all but guarantee a Trump victory).
No, their plan is much more simple. They're banking on an increased number of lazy unreliables who support them verbally but don't show up to polls (younger demographic, predominately) to actually vote if all they have to do is fill out and shove the thing in an outgoing mailbox. That alone would be enough to tip the scales in battleground states to Biden without having to get messy.

If the state cannot prove a nexus between the force used and death at trial, that would certainly blow the more significant charges out of the water. The prelim findings seemed more damning than the actual autopsy report. And if the defense can show him swallowing a pill during the arrest it's a different ballgame in terms of culpability for death. That said, positional asphyxia does not necessarily leave physical evidence of trauma because of its mechanism, so it's probably going to be a question of fact for the jury.

One of the two key parts: "its proper application (objective reasonable standard) requires careful attention to the facts and circumstances of each particular case, including the severity of the crime at issue, whether the suspect poses an immediate threat to the safety of the officers or others, and whether he is actively resisting arrest or attempting to evade arrest by flight." (emphasis mine)
Note the present tense. There is nothing in the case that says police can keep using the same level of force used to overcome resistance after the person ceases resisting. Floyd could literally be no more compliant during the 9 minutes of video (because he isn't being issued any commands!). His actions before are relevant but not the only issue. Yes, he could "have gotten up." That logic can justify anything. Someone can kick a cop in the shin and they'll get tasered and cuffed- it would probably be justified. But the cops can't keep tasering them while they're lying there handcuffed because 'they might get up and kick a cop again.' Your citation of the case makes it look like the cartoonishly evil decision that the Huffington Post thinks it is.
The other key to Graham (which was decided on procedural grounds, rather than the merits of the case) is that police often must make split-second life or death decisions. That's why a judge can't sit up there and review three hours of video evidence from a shooting and decide based on what the officers should have done, if they had all the time in the world to decide whether that guy had a gun or 'toy gun'. But in this case, there WAS time. Had Chauvin kept his knee on Floyd's neck long enough to handcuff him and then adopted a less restrictive posture, such as having two officers restrain the suspects arms, rather than mounting him with a hand casually in one pocket, we wouldn't be here right now. Hell, had he just rolled Floyd on his side when another officer suggested it, that probably would have been enough.
While Graham v. Connor does not address the use of force upon a handcuffed suspect directly, other cases do.
Austin v. Redford Twp. Police Dep’t., et al.
"There is no evidence or allegation that Austin was belligerent,threatening or assaulting officers, or attempting to escape. As mentioned above, it is well established in this Circuit that the use of non-lethal, temporarily incapacitating force on a handcuffed suspect who no longer poses a safety threat, flight risk, and/or is not resisting arrest constitutes excessive force. "
(again, note the tense; just because someone previously posed a flight risk does not mean they still do when handcuffed and on the ground)
Dyksma v. Pierson, 2018 U.S. Dist.
The Court determined that it was not clear that the first twenty seconds of neck compression—while Dyksma was being handcuffed and searched—constituted excessive force under clearly established law. However, the Court then stated, “ it had long been clearly established that after a suspect is arrested, handcuffed, and completely secured, and after the risks of danger and flight have passed, significant force that is ‘wholly unnecessary to any legitimate law enforcement purpose’ is excessive.” Therefore, the Court found “that on the date of Nicholas’s death, it was beyond debate that a law enforcement officer who jams his knee onto the neck of a helpless and incapacitated arrestee violates that arrestee’s Fourth Amendment right to be free from excessive force.”
(Dyksma was no more 'completely secured' than Floyd for the purposes of this court decision)

...Although the officers in this case did not shoot or beat Drummond, the force allegedly employed was severe and, under the circumstances, capable of causing death or serious injury. Drummond claims that two officers continued to press their weight on his neck and torso as he lay handcuffed on the ground and begged for air. Here, some force was surely justified in restraining Drummond so that he could not injure either himself or the arresting officers. However, after he was handcuffed and lying on the ground, the force that the officers then applied was clearly constitutionally excessive when compared to the minimal amount that was warranted.
Once on the ground, prone and handcuffed, Drummond did not resist the arresting officers. Nevertheless, two officers, at least one of whom was substantially larger than he was, pressed their weight against his torso and neck, crushing him against the ground. They did not remove this pressure despite Drummond's pleas for air, which should have alerted the officers to his serious respiratory distress. Moreover, according to independent eyewitnesses, other officers "stood around and laughed" while Drummond was restrained; although the officers' "underlying intent or motivation" is irrelevant to the excessive force inquiry, Graham, 490 U.S. at 397, 109 S.Ct. 1865, the officers' apparent lack of concern does indicate that Drummond was not sufficiently dangerous to others to warrant the use of the severe force applied. The officers — indeed, any reasonable person — should have known that squeezing the breath from a compliant, prone, and handcuffed individual despite his pleas for air involves a degree of force that is greater than reasonable."
No one is suggesting that he shouldn't have been restrained (ignore BLM). That's why he was placed in handcuffs. Three officers, one suspect- prone, not moving, eventually non-responsive. Kneeling on a prone person's chest and neck for several minutes after they lose consciousness- whether due to positional asphyxia or drug overdose- is not objectively reasonable to an officer who is not a sociopath.
That's why least one officer saw the problem developing and tried to address it at the time. Another officer- who held rank- rebuffed him. Because of ego, or stubbornness, or who knows what else. And that visual of him looking unconcerned with his hand in a pocket on top of a dude started this nonsense so that now a rapist gets his name on pro athlete helmets.
