It seems that quite a few of the cases could be other horses. But that still doesn't explain the specific things like tails cut off cleanly along with ears etc. - why would this make the news? - wouldn't the horsey people know the difference? Of course they do.
Apparently it's been happening for about 40 years that we know about. Belgium, France, Netherlands and Germany. Germany had twice the amount of cases the UK had in half the time.
There were 160 reported incidents in Britain between 1983 and 1993, and 300 incidents in Germany between 1992 and 1998
Zoosadism seems to be a strong contender for a lot of the cases.

A link between paedophiles and the growing number of unexplained attacks on horses has been discovered by psychiatrists, it was reported in the Independent recently.
The attacks, which often involve sexual mutilation, have baffled authorities for more than a decade.
German scientists will carry out a three-year study backed by ILPH (UK) into the attacks, after the arrest of a man for "horse ripping" in Germany. The man had a history of abusing children.

A Paris police spokesperson said there were cases of similar killings and mutilations between 2014 and 2016 and past incidents in Belgium and Germany.

The common theme is that no one in all these years has been caught, bar one or two people mentioned in these articles. But still, they are in completely different countries at completely different times. And it seems like they do happen quite frequently but you just don't always hear about it. That's why I perceived them popping up every few years, but there are many cases reported each year, every year, obviously with some years being more prolific than others.
It's obviously not aliens, and probably a lot more cases are other horses than is given credit for. But that still leaves what can only be people settling grudges (one man attacked his wife's horse in a divorce), maybe a bit of 'class warfare' against the rich landed gentry, and probably the rest is just sick fucks that get a kick out of this kind of thing, either being sadistic towards the horses, or their owners who they know this causes great distress.
