This is ripe for Federal legislation. Roads affect interstate commerce. It is necessary and proper for Congress to ensure they remain available for use by Federal agencies. So it should be a Federal crime to block a road. Maybe it already is, I don't know. There should also be a Federal law making it a civil right to run over someone blocking a road.
