Maybe. But for complex documents, it actually does take a good bit of time for the various agencies to declassify something.

If it's straightforward like a memo from the President to his staff, it only has to go through 1 place to declassify. If it's anything having to do with national security, you get DHS involved, sometimes the Pentagon and the FBI separately, the State Department, various civilian agencies if they or their documents were referenced, etc.

I could believe it took 1-2 years for Clinton docs to go through the process, which means he sat on it, didn't bother to start it on day 1, or it's coincidentally nearing completion right now. The Russia Gate stuff, I don't know, that happened in real time during his Administration. He could maybe push for expedited declassification, but he's not going to get much help from intel agencies if they really don't want to expose the redactions.
