Shoot, that actually makes sense. I know somebody who's almost like Russell. Weird face, loves Taylor Swift, and is somewhere on the autistic spectrum. Only difference is, his parents never let him use his disability as a crutch, and constantly pushed him to get a job and an actual life. It's illegal in Utah but he didn't engage in it in Utah. He did it in Nevada where it is legal at least in certain areas.

That's the key part here. It's like if you live in Idaho where pot is illegal but step over to Washington, Oregon or Nevada where it is legal you can smoke up all you want.
