I think it's a combination of planning to lose Florida and banking on a MI+PA flips, by hook or by crook. They need massive turnout everywhere to cover for the fraud they're planning in specific states. The Democrats have access to the best opinion data and they know that Joe is very unlikely to win. They keep the poll numbers inflated right up to the date of the election, then if Trump wins they accuse him of cheating and try to stage some kind of coup. The media bosses are in on this plan so they can support the Democrats' narrative.

Biden's campaign workers are not in on the plan (and neither is Joe); as far as they know, their job is to get Joe elected fair and square. So they're dismayed by the inaccurate polls and tell their voters not to get complacent, but the media continues pushing the inflated numbers.

Whar could be some other reasons for pushing these bogus stats? Judging by the enthusiasm of Trump's supporters the polls don't seem to be demoralizing them, but maybe the spyware tech companies are measuring a demoralizing effect that isn't apparent to casual observers. Meanwhile I've heard reports of early voting in liberal cities where the polling places are nearly deserted. If they want to drive the TDS vote it seems like a neck and neck race would be a better narrative.
