Because a modern workforce is operating in an economy that requires a lot more skills and training than it did in 1900. Farm labourers were a much bigger proportion of people back then.

Basically, we only invented child labor laws because we invented forms of labor that a child's body is capable of handling, but their mind isn't. The idea of "children as smaller versions of their adult selves" is very much a post-industrial thing as far as I'm aware.

Labor laws only came after things were going well enough that children no longer needed to work in order to not starve to death.
