From what I understand it was the lack of oversight from the state, clusterfuck of a local government, and the fact that the city was losing money which ended up with the water department budget getting slashed which lead to poor maintenance of the system. It wasn't so much "Hey lets fuck over all these darkies" as much as the city being a financial black hole and deciding "why do we need to pay all this money for chemicals, parts, and maintenance workers in the water department?" all while ignoring the heavily aged deteriorating system.

A standardized government plan for low income citizens AND the option to keep your provider would help matters.
