The cities were called first. In particular Broward County is a huge Democratic stronghold.
Biden only being up by 9-10 points in Miami-Dade is a terrible result for him given it's an urban area. Big cities generally lean very blue.

I checked a 2016 county map of Florida and compared it to the current one when it was at 40-something percent. All the blue counties were already counted by then, that's why the state was blue overall.
