I don't have the greatest knowledge of Rome, but IRC by the time that Caeser was around the senate had become rotten to the core. It was a bunch of rich and powerful nobles making themselves richer and more powerful. Caeser's actions and eventual death, lead to the time of Augustus and started the Pax Romana.
