Minor PL but I worked state and federal elections in three states and not once were we allowed to mark ballots if they weren't accepted by the scanner. If the ballot does not go through it's voided and the voter is directed to fill out a new one. If they screwed it up three times they were issued a provisional ballot which is attested to by the poll worker on the envelope after it's inserted and sealed by the voter. All voided ballots are marked as such and put into a separate envelope and pouch. Curing ballots? Give me a break, it's unheard of and it's never, ever been brought up in any training I had.

If a ballot doesn't scan it goes into the (figurative) trash can. Filling out a ballot for someone else, even with their permission, is a crime that incurs fines and jail time. I've always believed the fraud that does happen is via the data that gets pulled from the scanners because it's easier to massage the numbers in a way that doesn't stand out. But as a poll worker once the data was pulled, submitted and locked away that was the end of my involvement.
