Yes this dude sounds legit.

I don't know about the US but here in (norf) Bongland our ballot papers all have an official mark on the reverse which only the printers know about until the packs are opened on polling day, and you need to show that to the polling clerk before you put the paper in the box. You don't need some super watermark to detect ballot stuffing.
