The voting system is critical infrastructure and highly susceptible to internal subversion. If Federal workers handled ballots, they'd be designated at least noncritical-sensitive under 5 CFR 1400, equivalent to a Secret clearance. That might be overkill for an occasional duty, but they should at least be fingerprinted and checked in local court records.
