I was there at Super World Con, and Vic's table was pretty much dead, so I assume the $5k was the flat minimum he was contracted for.

It depends on the contract. Anime cons and comic cons usually use 2 very different contract styles.
Anime cons will use a retainer which is what you are paid for the weekend and then anything you sell(Merch, autographs, etc) is just on top of that.
Comic Cons will use a system where you are guaranteed a minimum. Lets say they contract you for a minimum of 5k and you make 3k from your booth. The con will make up the 2k difference. If you make over the 5k, then the con pays you nothing, and you were essentially a free guest besides the cost of transportation, food, and lodging. This is part of how comic cons have so many huge names. They don't actually pay the guests unless the guests somehow drastically fail that weekend.
This usually falls in the line between non profit cons and for profit cons. For profit cons tend to do the comic con approach and keep a percentage for themselves. It's minimal risk to the con financially. While non profit cons will pay the retainer and keep nothing off the top for autographs or merch.
This also affects how autographs are usually processed. At non profit cons, a certain number of autographs are free as part of buying a badge. This will be outlined in the autograph policy in the guidebook. These are usually line out the door no matter who the guest is. At for profit cons, it is a pay per autograph and nothing is included in the cost of the badge. Kamehacon was an example of this btw. While it fell under "anime con", they did the comic con approach and were a for profit convention.
There are exceptions to these rules of course, but this is how the majority operate regarding guests and paying them.
In Vic's case, those numbers are most likely higher than his average due to being in the spotlight for both Broly and the case. There was a lot of attention on him due to controversy, and as they say all press is good press. Vic also pushes his CDs and merch significantly heavier than other guests.(I also noticed a comment earlier complaining about con staff not doing their job by not selling his merch, and that is not their job to do. He quite often has the rangers helping with this.)
