That's honestly a very good point. Being able to roll with the punches is very important when it comes to debate and manipulation. Often the most successful ain't the most knowledgeable, just the one that looks like he is to the rest. And coming from Big Biz Trump sure must know that well. Wouldn't surprise me if he just passed that order as soon as he heard a rumor just in case. After all, if they tried nothing he'd have just passed a pointless order, so he looses nothing by doing it. Turns out rumor was right. In fact it was extremely right.

I think it was moreso just the first bit of genuine positivity he's seen in person in a while. He's got to be running around a political war room most hours of the day.

My bet is on the later, he was part of the reality television circuit before becoming a president. I'm sure there was plenty of shit slung at him behind closed doors; not to mention he's had four years of practice so far.

He's a businessman, in real estate. One of the most common tactics in real estate is to very publicly seek to buy a lesser property, to divert attention away from attempting to buy a greater property.

While the description of that is simple, the actual mechanics are not. Fake or exaggerated purchases, investment of resources, strategically leaked memos, obfuscation within the business to avoid corporate espionage. Sometimes going two or three layers deeper into the buy.

This is where a lot of his '4d chess" stuff comes from, a well tuned knowledge of how to distract from his end goals, and a knowledge of how to do things quietly while being as loud as possible.
