The Democrats will then raise that this is within their province under the Equal Protection provisions of the Voting Rights Act, which permits them to interfere if they can demonstrate racial animus or disproportionate targeting of groups by suspect class. The states have very clear standing, as their constitutional right to choose how they run their own elections is being infringed.
