They're always going to be the "temporary" stopgap solution. They'll do barely anything their voters want (even with a federal trifecta-- remember how much the GOP was able to accomplish prior to the 2018 midterms?), rake in money so they can maintain their fiefdoms with their superior re-election campaigns, and then when an active political crisis (like the Dems threatening to pack the courts) happens, they'll appeal to your fear of letting the Democrats win so that they can maintain the status quo... until the status quo changes, of course.

You do realize that the "temporary stopgap solution"' characterization is them keeping issues alive so that they can keep up a convincing re-election bid, right? They could solve these issues handily or at least set the trajectory for them, but these people barely do anything-- and then when their seats are vulnerable, they appeal to boomers about the communist menace fomenting in the Democratic party so they can keep their seats. It's not even that they're lazy-- their interests actively conflict with that of the people who elect them, but because they're not actually solving those issues and the opposition will (in their minds) worsen said issues, they all but force us to vote for them to keep those issues at bay. None of that changes the reality that they already aren't representing the people who voted for them.

Everything that I've talked about that needs to be done, the way in which they need to be done-- you can't accomplish it in the span of 2 years, and we're already late if we're looking at the midterms (with its risk of legislative flip) as a deadline even if we were to start right this second. Are conservatives going to continue to vote for a largely defective party, thus incentivizing their defective behavior? You're talking about temporary stopgaps-- what are you planning to do to make the most of it? Probably nothing, because most people don't even have the time or energy for serious political involvement.

You may say that not voting for these people at a critical juncture means that we lose... but we're losing with them.

Hell, a movement to not vote GOP candidates might be a good thing for Trump, however vaguely, since it encourages GOP officials to drag their feet with a bit more vigor.
