It's almost like Western countries need people to be in debt. After all, other than groceries and basic human needs like toilet paper things like entertainment don't do that well. How many people buy new games every month, or go and see a movie every week? Or buy new clothes and shoes? Paying back your loan makes the government more money monthly. Even if people did, large business know how to pay the lease amount of taxes so the money spent by the people isn't going back to the government, but they still get just enough to not complain to businesses who would just pack up and leave if the government had a fit.
