It really depends on the state, or even the country. In Germany, you not only need to prove to be competent at driving need to know how to fix a flat, change your oil, do basic maintenance, etc. While in Sout Korea, all you need to do is pass a written test, drive straight a few blocks, do a U-turn, and then drive back to where you started.

I'm surprised he got a driver's license, since just about everybody fails their test the first time, and failure is not an option for Russ. When he does fail, he doesn't try again; he sues them for discrimination.

I think this can be attributed to Russ' lack of a filter.

Most people have a filter that kicks in when someone they're interested in turns out to be involved in a committed relationship, be underage, or have too much of of an age gap. As a result, they make the decision to either be happy with a friendship with the person instead or cut their losses and move on.

Russ, on the other hand, lacks this type of filter based on his behavior that's been documented on this thread. Regardless of any mental issues, he's oblivious that women in a relationship with someone else won't be interested in him no matter how much he may feel that way. Similarly, it seems as if he doesn't grasp the fact that there are teens who look older than their actual age. Neither situation seems to deter him. It's also my opinion that his lack of social filter is what led to his conviction because he just doesn't know when to back off and move on.
