Do you have any idea how many different people from different political backgrounds with different goals and different beliefs you're talking about? Not just judges and lawyers, but legal aides, law enforcement etc. These are all across multiple institutions that are otherwise not connected.

All these people would have to be willing to pull in the same direction for the Generally same reasons and not talk about it ever. For decades.
