I don't remember where I heard it years ago, but a lot of these places with visible security is there solely for the lone miscreant or troublemaker, or someone trying to covertly sneak in, and rely on perception of security to deter. They are not designed to hold off anything "big" like a swarm of people. If we look at the security response here it was underground evac followed by Swat storming to recapture. A sort of "empty house" tactic.
