You know, what ticks me off is that if someone like me wore a dress like that... or any woman who doesn't have the "right" kind of body to pull that off, we'd be getting side-eyed. I'd look like Olive Oil and be talked down to as if I were a teenager.
I look at that guy, and one of my first thoughts about the outfit is-- I'm thin, short, and don't have a big ass and I'm not big chested, I wouldn't wear that unless my waist was really small compared to my hips and chest. Even if a woman has the "right" kind of body for that outfit, they still might get "talked to" by management if they wear skin tight tops with big chests, small tight skirts, etc..
However, a dude wears something like that and people fall over and compliment him?
