They do not, it's entirely likely that either lou unblocked Corust in order to retweet a previous tweet from them and didnt re-block, Corust has an alt or people are sending them updates.
Yes, there's something called Tweet ID. No matter how much you change your account name on the same account, you're going to stay blocked. So Corust can technically just check their blocklist to find out Lou's new @s. He'd need to completly remake his account to get off someones blocklist.
The url may change, but unless they remake a whole new account rather than just changing the name it maintains the same internal numeric ID; it's a helpful way to refind an account if you can't do it the easy way via conversations they've taken part in, and a way to keep track of cows like Lou who frequently rebrand. I would assume that this ID is what Twitter uses when establishing/maintaining a block.

This is why Louie is one of my favorite cows. He's.........just so dumb. He "budgets" $50 of luxuries into his begging monthly scam. It would be like seeing a new BMW car owner park their car in the center street island and put out a tin cup asking for money because he wants new rims for his car.
You can't just always go on and say: "I'll be better, and I am sorry for this and that" when the very next minute you continue to turn around and attack someone for their religion or any other petty reason. For anyone to believe you again they'd need proof, no words. Maybe this is what you should be focussing on.
