so, I’m not going to lay this down as a hard-and-fast rule, but I have spent a lot of time over the past 10-12 years watching, evaluating and critiquing public speakers... and something I’ve noticed is that once people get a basic competance with speaking, they don’t tend to “umm” and “ahh” when they‘re unprepared - they learn to keep the mouth shut while they think.

People tend to umm and ahh when they either have too much to say and can’t remember what they’re allowed to say, or when they‘re trying to lie and they can’t stand the silence while they think of the lie. Makes me wonder which it is.

Most of the time, if they can’t put up a solid answer on the spot, they either genuinely do not know or they are desperately looking at other people for reassurance to see if they know.

Point being, the amount of “uhh’s”, “umm’s” and “ahh’s” when trying to talk show a lack of professionalism and preparation in my opinion.

Considering it seems to be spin doctors manipulating ones who don't understand how debt and assets work for rich people, and I haven't seen any evidence, I'm leaning towards saying it isn't. Biden has a long history of actual corruption and general sleaze that is out in the open and no one says dick, funny how that works.
