There's a lot of difference.
Ten hits a nation the size of Russia or the US could handle. It would be extremely damaging, kill millions, but still, the nation could fight and possibly win the war anyway.
Plus, they'd need to hold some of those nukes back to handle the war itself, because it would be no holds barred after that.
Then, you have the different levels of nuclear weapons, from Pee-Wee tac-nukes to the big honking ICBM MIRV weapons to wipe out entire cities with multiple nuclear weapon hits. Then you've battlefield level nuclear weapons (like the W series artillery shells in the US arsenal)
A thousand, not so much.
Iran or even China having ten nukes (although LOL at Chinese construction on ICBM's) is something we can not only take on the chin, but strike back from and follow up with massive land, air, and sea attacks. A nuclear parity is FAR FAR more than ICBM's, and the big threat is hypersonic missiles with tactical warheads to offset our Pacific Fleet advantage.
So yeah, the stockpiles DO make a difference.
