AZKi, Suisei, Flare, Towa, Marine. In that order.

If we were doing Top 10s then add Rushia, Mel, Ayame, Sora, Okayu. Also in that order.

Honorable mentions to Kanata (she used to be higher for me but her partial deafness has taken some of her skills away, not her fault, but there it is), Watame, Aqua, and Risu.

Shout out to our girl Towa, she's got some feet and knows how to dance. I recall Coco saying Towa put their entire HoloFES 2 routine together.

Edit: As much a Watamate I am, I agree she ain't quite in the top anything, but I think she can get there with more practice.

For me : Flare, Rosen, Marine, Oujo ( I love suspect song), Suisei.

Sorry, I don't like Towa and PPT deep voice singing.

I'm mostly going to put Hololive because I follow them more. . . but I'll split it a bit:
Hololive only:
Suisei, AZKI (now that I've really taken a good look), Towa, Marine, and Aqua (but that is because I love that little idiot).
In General?: Suisei, Saki Ashizawa, Towa, AZKI, and Chima.

Shoutouts go to Haato for the fun-ass troll singing/rapping, and Δ for having a different style than usual.
Edit: If you haven't heard of Saki, I found her through this song and I think she did a knockout job:
I'm going to give a bit more because I know some people have been looking for music that isn't King and I think Saki's covers need more exposure.

It's hard to compare, not enough of them have done King covers yet.

But I'll give a shout out to Marine. One thing I've always loved about her: she could have developed her original song to really show off her voice, but instead she'd rather just make people laugh and have fun (and if you ask me she nailed it).

In no particular order

Gura & Marine for singing oldies occasionally
Towa & Okayu for their lower voice
and Polka because I'm biased.

Honorable mention to Ame and Coco for the S O U L factor. Also Mito from Nijisanji for including a cover of a Serani Poji song along with her single (which was also a jam).
Also Matsuri, although the original upload of my favorite cover of hers, Natsu Matsuri, is private now. The live cover is still good too though.
Almost forgot about Machita Chima, who I think @Screw Danlon posted before. Also very good. So I guess that's an extended 10.

Actually, we can compare her against Suisei quite easily. If Comet was made before she joined Hololive, she would have been in a similar state to Gura now.
Any "objective" comparison is meaningless when Gura is concerned, because her biggest strength when singing is that she sounds like herself. It sure is helluva popular, but you can't use it to say she's objectively better or worse than anyone. I don't think any other Holo has it to nearly her extent.
 
Can't pick between Okayu and Marine for my favorite of the JP Branch. Then of no order Kanata, Suisei, and Matsuri.

Love Marine's rendition of Yuki no Hana and Evangelion's Tamashii no Rufuran.


Okayu's Floss and Mousou Kanshou Daishou Renmei I can listen to on loop forever.

Gura

I think level of my liking of Gura may be tainted by the Gura but slower edits, but she's still obviously good. I would also consider Haachama and Calli to rank highly, they aren't as good raw singers as a lot of Holos, but stuff like Red Heart and Cursed Night really hit me good.
