The thing about killing the fillibuster is that there needs to be a way to show how it'll come back to hurt the Democrats later, like what happened with SCOTUS confirmations. But with HR1, DC and Puerto Rico, and court packing that problem is looking to be dealt with.

He doesn't need handlers because he's not there. Around 00:10 - 00:11 you can see where they screwed up the compositing with the microphones. At least, that's what the comments are saying. The microphones are on long booms (you can see them near the end), he might have walked past them to get closer the reporters.

Biden possibly being green screened, because he's too fragile to actually go to these events. The only other suggestion I could think of is that it's a couple of large fuzzy boom mikes that were lowered around him.
It'll inevitably be pushed under the rug by mass media, while circulating within conservative circles.
