Western Ukraine has always leaned more towards the West because it was ruled by the Poles for a time, Eastern Ukraine is Novorossiya proper and was heavily settled by ethnic Russians. Ukraine is like the Croats and Serbs, one side Western and Catholic, the other is part of Orthodox culture and they both resent each other. Crimea's an ethnic mess and only became "Ukrainian" because Khrushchev was drunk at a birthday party and transferred it to the Ukrainian SSR as a present. The Russians conquered it from the Crimean Khanate fair and square.

Issue is the Western half is culturally and linguistically Ukrainian, and the eastern half culturally and linguistically Russian thanks to an internal reshuffle by the USSR during the 1960's to keep the Ukrainians happy. The eastern half got dragged into independence thanks to that shared leadership, and its been a mess ever since. Now, making things more complicated is the fact the east has those Crimean Tatars, who are about as fond of being told what to do by Russians as any other minority, and were banned from voting in the referendum in the East as a result.

I don't know how, Ohio's hasn't really been a swing state since before 2016. The only blue counties are the major cities.
