The green bit between his suit and his arm is either colour bleed from low chroma subsampling, or an artefact produced by deblocking filters applied to the sub-blocks along the suit and arm interacting with each other (and probably some combination of the two things). Why would the colour need to "match other colours on the screen"? What would that prove?

If Biden really is in as terrible shape as this thread speculates, the play is to apparently work the situation so they have their contingency plan, as well as a way that Biden goes out on a high, sympathetic note.

While the USA and EU have better technology than Russia, I can't help but think that they'll probably win through a combination of western corruption+nepotism and attrition. Not the usual russian winter attrition but just having forces inside enemy countries fucking over infrastructure. Today shutting down the electrical grid can cause people to go insane, nevermind preventinf food supply into the cities. It will cause the EU and USA to need to split their forces guarding everything.
The only way to prevent it is a first strike against Russia but you can be sure no western country will be brave enough to do it.
