The problem is that law enforcement doesn't have the resources to fully go after these kinds of crimes. You can do this shit and get away with it for a long time, possibly forever, because (1) someone has to report it and (2) law enforcement needs people with the right credentials to investigate, otherwise it can be tossed out. The first one is the big limiter. A lot of people won't report because they're either involved in it themselves, or they don't want to get themselves wrapped up in an investigation.
