To be honest, this guy has probably has done far more than look at child pornography. He looked at pictures of toddlers, which only the most sadistic and depraved of offenders do. If he could mentally justify that, then there's no telling what he did. He had easy access to children, a high profile job and political contacts. I'd pin him under a sadistic pedophile because you can't look at pictures of infants and not know they're in pain. Every area of his life needs to be ripped apart, because I guarantee there's a lot more there.
As to people wondering why such a powerful person did something idiotic: Pedophiles are slaves to their desires. They cannot help their compulsions. They are base and instinctive and eventually, they just do it for so long it seems like it can go on forever. They want something so bad with a need for it, they'll ignore common sense and fuck up. This guy was in a position of power, insulated, knew cops, politicians, judges and was prominent in both the gay community and the political community. Pedophile rings aren't just rumors or 'conspiracy theories'. Ever since the 1960s and 1970s, there were mailing circles and insular groups that 'supported' each other. Think of it like clubs for pedos. They'd trade pictures and photographs and say how to not get caught. Its just gotten worse in the information age.
Not only that, but I've read they have e-tools to identify known child pornographic pictures - which means someone had to stare at them long enough to write them into said tool.
Every child pornography photo found is hashed and coded in a database in Quantico once its verified. They only need to compare the photos to the ones in the databases for matches. It is done so you can't debate "Oh, I didn't know it was child porn." If it is there in the database, you're dead to rights. Its just you don't want to be the poor son of a bitch who has to enter in new photos. They also have each photo with chain of custody and attempted origin mapping to locate victims from pedo to pedo, but a lot of it sadly goes either nowhere or overseas where the FBI doesn't have jurisdiction. Though if its child pornography that's been (ugh) 'produced', the FBI can bust strings of pedos from one photo that's been shared. Usually that's how some rings go down. One sick faggot produces pedo content, the FBI catches him, then links that photo to everyone in the group and they all get fucked.
Also, pedo communities have 'sharing' requirements. You can't get child porn unless you share some of your own. So some pedos create their own to get 'in'. It makes me vomit. There's not enough bullets for these people. And no, the FBI can't share their child porn to bust people. At least I don't think they can't. I believe they can imply they have it, but the links go nowhere (IE: honeypots) but they can't actually you know, distribute child pornography.
How does someone get that specific job anyway?
Typically the investigating agent. And it comes with a lot of counseling. A lot of agents who work on cases involving children (murder, rape and abuse) burn out, have emotional difficulties and are prone to outbursts of anger. Its a job with a high amount of rotation and even seasoned agents who investigate horrific murders usually transfer out of cases where children are victims of crime because its just too horrific.
Like, we're talking grown men having to just go someone privately and cry because its just that emotionally draining on them. Or they needed to take a time out of an interrogation room because they could barely restrain themselves from just beating the shit out of the guy across the table. I listened to a true crime audio book by a guy who solely investigated child murder and it was like he was on the verge of total mental collapse at the end of his career because that's all he did. And the sad part is the length of time people get away with such acts, its fucking awful.
The policy is basically nowadays that agents are rotated out of child abuse/child murder investigations and divisions, because it fucks you up massively. I was reading accounts where this one guy transferred out because he was going to put a bullet in this one offender, like just fucking straight up execute him and he just realized he'd eventually do it one day if he continued.
