I live in the South and I've seen some younger women pull it off, but they are the "debutante at cotillion" type that exude class, grace, and femininity, not a lumbering man in a dress from Ross. Depends. If you're in Engineering, Waterloo is one of the best in the country (and makes international rankings). For humanities I'd assume Laurier, though they're both pretty shit tbh. Neither are prestigious in Canada.
