If she had copy/pasted it, she would have had better results. As I sperged about above, the 04 was text-tooled in Courier Bold, which is also the font she used to write "Lol, y'all etc..."
Just going by this image, we can't say for certain if she's of age or under age - we just know that she shopped the birth year in her image, for some reason. But you're right, it's entirely possible she was born in the 90s.

I'm just puzzling over that. UK passports are 5 years for kids under 16, and 10 years for adults (≥16) - So she must have been under 16 in Sept 2017 and couldn't have been born in 199x.
Maybe she just found it easier than trying to line up a single digit accurately?

There isn't actually a categorical rule that minors don't get threads, it's just generally a matter of site ethics. Most such threads are immediately closed, but it's more a matter of mercy than an actual rule. Some very special people have had threads as minors, usually if they did something adult enough to deserve it. Like some bitch who stabbed someone once. If you're old enough to go around stabbing people, you're old enough to have a thread.
