It goes followers (presumably in chat), followers (not in chat), then random Twitch accounts. Twitch has no reason to limit who can get gift subs. There is an option in Twitch settings to not allow gifted subs from channels you don't follow.

No.

1. He would lose money on it and dsp would never invest into his BUSINESS ever again.
2. It would make him require do more work. I know that by "work" we mean like barely anything, but my point still stands.

"Alright guys, there won't be a plug segment today, because actually! I don't really need money anymore, you guys have been incredibly supportive and honestly I've paid off my taxes and things are pretty much stable now. So, starting today I'm going to be disabling my tips page and really only be accepting cheers and subs if you guys ever feel like it, but you don't really need to do that if you don't really want to. Thank you for all the support these past years"

We should all be grateful that Read The Farms Day got rescheduled to Friday. If Phil saw us today he would know for a fact that none of us have wives and so we need to depend on fictional cuties. We really dodged a bullet, imagine the esteemed khantent creator looking down on us...
Also stahp asking Phil to do an April Fool's gag, everyone's stressed because of Covid right now and we need a relahxing stream. So stahp that right now.
