I've heard that most primitive cultures generally wore draping fabric just because making the fabric was a long, time consuming effort. Getting the material, whether shearing a sheep or pounding flax for fibers was labor intensive. Spinning the fiber took more time. Then weaving it took even more time. I think it has more to do with climate than difficulty manufacturing it, for instance the advanced Romans and Greeks originated in the warm Mediterranean and wore togas while the tribal Gauls and Germans wore pants due to the much colder temperatures, however once the Romans conquered those regions they equipped their soldiers stationed there with pants, after some centuries pants and other types of Gallic and Germanic clothing become more common to see outside of the cold regions of the Empire as romanized gauls, germans and britons started to become more accepted in positions of administration like the senate.
