Yes, and even then, Bumbo style seats aren't encouraged by many pediatricians. First, they're very hard on developing hips. A baby's pelvis and femur bones aren't fully ossified, and lots of things need to work out for the hip joint to form correctly. The positioning of baby seats that place the infant in an upright sitting position like that are not developmentally appropriate.
The more pressing issue with stuff like that is people who use them to restrain their kid all day to keep them from having to actually supervise. Plop the kid in its seat and fuck around on your phone without worrying that he's choking on a chakra crystal. People are also really dumb and put the seat "out of the way", aka on a countertop or table, and then are surprised when the baby's giant dome causes him to fall over and faceplant onto the floor.
