He will force my company to give workers at all levels 3 paid months off and I can't replace them permanently if they have a kid or get someone instain with babby.

The unemployment rate is 7.6% as of january, with the US total then being around 6.3%. Philadelphia was 11.2%. PA's was 7.3%.
Drugs are everywhere, it's the rust belt, and within city limits is fuckall compared to outside of it. Look here, p.34, to see that Allegheny County is not markedly different from its neighbors.

Pittsburgh's median income is 27,419. For PA on the whole it's 31,099 and it's 26,211 for Philly.

There's no reason Pittsburgh can't manufacture again provided environmental regulation doesn't get in the way, should the country adopt a more protectionist stance (and the globe broadly buy less shit from China). We don't really have a NIMBY problem.
