Its like you walking in a restaurant, getting old/cold food, and you ask why is the food cold. I'm a few pages behind, but there is a misconception I keep seeing.
Bits cheered in a Twitch channel do not equal money you just gave a streamer that Twitch holds on to for a short while.
Bits are NOT money. They are not.
Bits are worthless digital stickers. Bits are a channel metric that Twitch uses to determine monies to distribute to Twitch Affiliate and Partner channels. If you are not a current Twitch Affiliate or Partner they are under no obligation to distribute monies to you based on this metric. It says so in the contract. Their obligation to pay you based on this metric ends the second the contract does.
The only value they have is if you have an active contract that agrees to pay you based on accrued digital stickers.

Imagine Null instituted a system you have to opt into by signing a contract where for every you got he gave you 1¢ at the end of a month and users had to pay Null 2¢ to rate your post
If your account gets b& from the system, and you no longer have an active contract with him agreeing to pay you, how much money does Josh owe you for your accrued digital stickers since your last payout? Zero.

It's possible they may still pay him based on the bits cheered in his channel between his last paycheck and getting de-partnered, even though they don't have to.
Most commonly what I have seen is Twitch "keeps the money" unless you actually serve them with papers for a lawsuit you are filing, just because it's usually cheeper to issue a final bits payout than it is to respond to a lawsuit, not because the ex-Affiliate/Partner has any actual legal standing.

As much as Phil hates being called a greedy scamming asshole, he sure doesn't factor that into his behavior at all. Once upon a time, he could've easily put an end to that by asking for a certain amount per day, and then ceasing the begging when it was met. By not letting up no matter what, Phil makes it abundantly clear that that tips goal isn't what satisfies him. What satiates him is ALL the money.
